To resolve that the public be excluded from the meeting during consideration of the attached report, because it is likely that there will be disclosure of exempt information as defined in paragraphs 1, 2 and 7 in Part 1 of Schedule 12A of the Local Government Act 1972.

Local Government (Miscellaneous Provisions) Act - 1976

Driver – Mr MW

The Committee considered a report regarding an application from Mr MW  in respect of a new Dual Hackney Carriage and Private Hire Drivers licence.

 

MR MW was accompanied by a legal representative who addressed the committee on his behalf.

 

The legal representative gave explanations for each of the offences committed.  Mr MW had been through significant difficulties but had now turned his life around.

 

Resolved :    That, in view of the nature and seriousness of the offences,  the Committee saw no reason to depart from the Council’s Policy and guidelines and refused the application.

Driver – Mr AR

The Committee considered a report regarding an offence committed by Mr AR.

 

Mr AR was accompanied by his daughter who wished to speak on her father’s behalf.  However, the Committee felt that this was inappropriate and therefore a deferment to a future meeting was requested.

 

Resolved :    That, the application be deferred to a future meeting.

Driver – Mr GZ

The Committee considered a report regarding an application for renewal of a Dual Driver’s Licence by Mr GZ.

 

Mr GZ was accompanied by a friend but Mr GZ spoke on his own behalf.

 

Mr GZ stated that the offence took place in a private car which, at that time he was not the registered keeper of.

 

In addition, Mr GZ was unaware that he had to report ‘Fixed Penalty Notices’ to the Council as no court appearance took place.

 

Resolved:     That the application submitted by Mr GZ be approved for a

period of 12 months.  Subject to there being no further incidents within that period, Mr GZ could then apply for a full licence but would not be required to come before the Committee.

Driver – Mr AUA

The Committee considered a report regarding an application for renewal of a Dual Driver’s Licence by Mr AUA.

 

Mr AUA was accompanied by a legal representative who spoke on his behalf..

 

Mr AUA had reported the ‘more serious’ of two offences that had taken place and it was stated that the non-reporting of the other offence had been an oversight for which he apologised.

 

Resolved:     That the application submitted by Mr AUA be approved for a

period of 12 months, together with a strong written warning as to future conduct.  Subject to there being no further incidents within the twelve months, Mr AUA could then apply for a full licence but would not be required to come before the Committee.

Driver – Mr PLN

The Committee considered a report regarding an application for renewal of a Dual Driver’s Licence by Mr PLN.

 

Mr PLN was given the opportunity to address the Committee.

 

Mr PLN stated at the time of the offence he was experiencing serious health issues.  He presented the committee with a letter from his Operator and apologised for his mistake.

 

Resolved:     That the application submitted by Mr PLN be approved for a

period of 12 months, together with a strong written warning as to future conduct.  Subject to there being no further incidents within the twelve months, Mr PLN could then apply for a full licence but would not be required to come before the Committee.

To consider any business which is urgent within the meaning of Section 100(B)4 of the Local Government Act.
