The Sub Committee was informed that the Applicant was unable to attend the meeting.

 

Resolved: that the application be deferred to a future meeting.  The Applicant be advised that should he be unable to attend the meeting then the Sub Committee is minded to hear the application in his absence.

The Sub Committee considered the question of whether a Private Hire Vehicle Licence should be renewed.  The question arose because it had come to the Council’s attention that there had been convictions for a number of criminal offences in 1995 and 2010, these being matters that fell within the Council’s guidelines for the relevance of convictions. 

 

After very careful consideration of information received from the Council’s Licensing Officers and representations made by the applicant and his representative, the Sub Committee agreed as follows: 

 

Resolved: that the Licence be granted.

The Sub Committee considered the question of whether a Dual Driver’s licence should be granted. The question arose because the Council’s policy required drivers to have held a UK driving licence for a minimum of 3 years at the time the application is received in full and the applicant had not held a licence for the required amount of time.

 

After very careful consideration of information received from the Council’s Licensing Officers and representations made by the individual and his representative, the Sub Committee agreed as follows:

 

Resolved: that the application be refused in accordance with Council policy and guidelines.

The Sub Committee considered the question of whether a new application for a Dual Driver Licence should be granted.  The question arose because it had come to the Council’s attention during the application process that the applicant had a number of convictions from 2008 and 2015, these being matters that fell within the Council’s guidelines for the relevance of convictions. 

 

After very careful consideration of information received from the Council’s Licensing Officers and representations made by the applicant, the Sub Committee agreed as below:

 

Resolved:  That

 

(a)  The application for a Dual Driver Licence be granted subject to the applicant passing the Newcastle under Lyme Borough Council Knowledge Test; and

(b)  The applicant be sent a warning letter emphasising that all previous convictions must be declared in any future applications and any future convictions must be notified to the Borough Council immediately they occur.
