The Sub Committee considered the question of whether a new application for a Dual Hackney Carriage and Private Hire Drivers licence should be granted.

 

The question arose because it had come to the Council’s attention during the application process that the applicant had a number of convictions from 2018, 2010 and 2011; these being matters that fell within the Council’s guidelines for the relevance of convictions.

 

In addition, the applicant had failed to provide all relevant documentation meaning his application was incomplete.

 

After very careful consideration of information from the Council’s Licensing Officers and representations from the applicant and his solicitor, the Sub Committee agreed as follows:

 

Resolved: that

(a)  The application for a Dual Hackney Carriage and Private Hire Drivers Licence be granted; and

(b)  The applicant be sent a warning letter reminding him that all conditions of the licence must be complied with at all times and all elements of the Knowledge Test must likewise be adhered to.

The Sub Committee considered an application for a renewal of a Dual Driver’s licence. 

 

The question arose because it had come to the Council’s attention during the application process that the applicant had a conviction from 2014, this being a matter that fell within the Council’s guidelines for the relevance of convictions. 

 

After very careful consideration of information from the Council’s Licensing Officers and representations received from the applicant and his solicitor, the Sub Committee agreed as follows:

 

Resolved: that the application for renewal of a Dual Driver’s licence be granted.

The Sub Committee considered an application for a renewal of a Dual Driver’s licence. 

 

The question arose because it had come to the Council’s attention during the application process of convictions in 2011 and 2017 being matters that fell within the Council’s guidelines for relevance of convictions. 

 

In addition, the Council had received 2 complaints regarding driver conduct from 2018 and 2019.

 

After very careful consideration of information received from the Council’s Licensing Officers and representations from the applicant, the Sub Committee agreed as follows:

 

Resolved: that the application for the renewal of a Dual Driver’s licence be refused.

The Sub Committee considered an application for a renewal of a Hackney Carriage Vehicle Licence. 

 

The question arose because it had come to the Council’s attention during the application process that the vehicle did not meet the Council’s Taxi Policy and Vehicle Specifications for a new vehicle. 

 

After careful consideration of information from the Council’s Licensing Officers and hearing representations from the applicant, the Sub Committee agreed as follows:

 

Resolved: that

 

(a)  the application be granted; and

(b)  the applicant be sent a warning letter that any future application must be submitted as soon as possible with all relevant documentation included.
