The Committee considered the question of whether an application for a Dual Hackney Carriage and Private Hire Driver’s Licence should be granted. 

 

The question arose because the application process had revealed a conviction that fell within the Council’s guidelines for the relevance of convictions. 

 

After very careful consideration of information received from the Council’s Licensing Officers and representations made by the applicant, the Committee agreed as below:- 

 

Resolved:  That a Dual Hackney Carriage and Private Hire Driver’s Licence be granted for a temporary period of 12 months subject to Licensing Officers receiving a full copy of the applicant’s insurance.  After the expiry of the 12 month period the Licensing Officers can award a full licence for the remaining 2 year period provided that all elements of the Council’s Licencing Policy are adhered to.

The Committee considered the question of whether an application for a Dual Hackney Carriage and Private Hire Driver’s Licence should be granted. 

 

The question arose because the applicant did not meet the Council’s policy and criteria for drivers. 

 

After very careful consideration of information received from the Council’s Licensing Officers and representations made by the applicant and his representative, the Committee agreed as below:- 

 

Resolved:  That the application be refused in accordance with the Council’s policy and the fee be refunded.  The applicant be advised he is welcome to apply once he has held a full driving licence for 3 years in accordance with the Council’s policy.

The Committee considered an application for a Private Hire Vehicle Licence that fell outside of the current licensing policy. 

 

After very careful consideration of information received from the Council’s Licensing Officers and representations made by the applicant, the Committee agreed as below:- 

 

Resolved:  That the applicant be granted an exemption from the requirement to display door signs when the vehicle is used on airport duties.  At all other times the vehicle must display external Private Hire plates.

The Committee considered the report of the Head of Environmental Services regarding a relevant offence by a Dual licensed driver.  The matter had been deferred from a previous meeting to obtain further information.

 

After very careful consideration of information received from the Council’s Licensing Officers and representations made by the applicant and his representative, the Committee agreed as below:-

 

Resolved : That the licence be suspended for a period of 28 days and the licence be returned to the Borough Council during that period.

The Committee considered the question of whether a Dual Driver’s Licence should be granted. The question arose because it had come to the Council’s attention that there had been a previously revoked licence and a conviction for a criminal offence in 2017, being matters that fell within the requirements of the Council’s licencing policy.

 

After very careful consideration of information received from the Council’s Licensing Officers and representations made by the individual concerned and his representative, the Committee agreed as follows:-

 

Resolved:  That the application be deferred to await further information from the applicant.

The Committee considered the question of whether a Dual Driver’s licence should be renewed. The question arose because it had come to the Council’s attention that there had been a conviction for a criminal offence in 2016, being a matter that fell within the requirements of the Council’s licencing policy.

 

After very careful consideration of information received from the Council’s Licensing Officers and representations made by the individual concerned, the Committee agreed as follows:-

 

Resolved:  That the driver be sent a warning letter and the licence be renewed.
