Local Government (Miscellaneous Provisions) Act - 1976

Driver – CRJ

(The following application was deferred at the last meeting to enable the Committee to meet with the applicant).

 

The Head of Environmental Services submitted a report concerning an application from driver CRJ for the renewal of a current Dual Hackney Carriage and Private Hire Drivers Licence.  Driver CRJ had failed to notify the authority, within the time period specified, of a relevant conviction, contrary to agreed Council Policy.

 

 Driver CRJ attended Committee and explained the circumstances of that offence and also other matters which the members asked the applicant about. 

 

Resolved:     That driver CRJ be sent a written warning as to future conduct.

The Head of Environmental Health Services submitted a report concerning driver SAR, a current Dual driver.

 

Driver SAR did not attend Committee.

 

Resolved:     That consideration of the report concerning driver SAR be deferred until the next available Committee.

Local Government (Miscellaneous Provisions) Act - 1976

Driver - WUR

The Head of Environmental Health Services submitted a report concerning driver WUR, a current Dual Driver.  It was noted that, whilst the applicant had notified the Authority of a recent relevant conviction within the time period specified in the Council Policy, there had been a failure to notify of an earlier conviction.

 

Driver WUR attended the meeting and was accompanied by Mr Tariq Mahmood.  Driver WUR apologised for the offence and Mr Mahmood supported the applicant in the explanation of the circumstances surrounding it. Committee noted that driver WUR had previously undertaken a speed awareness course and emphasised the absolute need to ensure care was taken to ensure safe driving speeds and to uphold the professional nature of the role.

 

Resolved:     That driver WUR be sent a written final warning as to future conduct.

The Head of Environmental Health Services submitted a report concerning an application for a new Dual Hackney Carriage and Private Hire Drivers Licence from driver SM.  Driver SM attended Committee and was asked to explain the circumstances surrounding a previous conviction which had not been notified to the Committee.

 

Driver SM explained the circumstances of the offence and the actions he had taken at the time of the incident.  The Committee were concerned to ensure that driver SM understood the requirements of the Highway Code and the need to comply with all requirements following an incident.

 

 

Resolved:     That driver SM be issued with a 12 month licence, should any further offences occur, contrary to policy, the applicant be asked to attend Committee.

Driver - MUHQ

The Head of Environmental Health Services submitted a report concerning an application from driver MUHQ, a current Private Hire Vehicle and Dual Driver, for exemption to display vehicular door signs and external private hire plates, contrary to Council Policy.

 

Driver MUHQ attended Committee and explained that the vehicle had recently been upgraded and that executive type work had been requested and undertaken for Roseville Taxis Co Ltd. The applicant wished to use the vehicle for both executive and private hire work.

 

The Committee asked to receive more information including the business model and the percentage of executive work which would be undertaken.

 

Resolved:     That consideration of this application be deferred pending a presentation by the proprietor of the company who will employ the applicant; such presentation to include information on the business model together with the marketing plan to expand into the executive market.
