It was noted that the applicant Mr CE was known to the members of the Committee due to a previous role held within the Borough Council.

DISCLOSURE OF EXEMPT INFORMATION

To resolve that the public be excluded from the meeting during consideration of the attached report, because it is likely that there will be disclosure of exempt information as defined in paragraphs 1, 2 and 7 in Part 1 of Schedule 12A of the Local Government Act 1972.

Local Government (Miscellaneous Provisions) Act - 1976 - Mr TH

The Committee considered an application by Mr TH for renewal of a Dual Hackney Carriage and Private Hire Drivers Licence.  Mr TH was present at the meeting and was accompanied by his wife.

 

Mr TH explained how he had misunderstood the conditions of his licence which required him to notify the authority of a conviction which fell within the Councils guidelines.  Mr TH was clearly remorseful. 

 

Resolved:     That the licence be granted; Mr TH be sent a warning letter which set out the need to be fully compliant with Council policy in respect to future conduct.

Local Government (Miscellaneous Provisions) Act - 1976 - AMS

The Committee considered a report concerning Mr AMS who had been granted a six month Dual Driver Licence and required to return to Committee to demonstrate understanding of the Council policy and conditions of his licence (4/12/2019).  Mr AMS attended the meeting and was accompanied by Mr M Alam of the Hackney Carriage Association.  Mr AMS was asked 4 questions which Mr AMS answered to the satisfaction of the Committee.

 

Resolved:     That Mr AMS be granted a Dual Driver licence for the remaining period of 2 ½ years.

Local Government (Miscellaneous Provisions) Act - 1976 - CE

The Committee considered an application from Mr CE for a new Private Hire Vehicle Licence.  Mr CE attended Committee and explained the business reasons for the request to be exempt from the requirement to display door signs, external Private Hire Plates and to be permitted to have tinted rear windows.  It was clarified to Mr CE that Committee would consider each application on its merits and could not consider the application for a vehicle that had not yet been purchased, also referred to in the report.

 

Resolved:     That permission be granted to Mr CE for a Private Hire Vehicle Licence together with exemption to the requirement to display door signs, external Private Hire plates and to be permitted to have tinted rear windows in respect to the vehicle detailed in the report.

The Committee considered a new application from Mr GC for a private hire vehicle licence. MR GC attended Committee and explained the business reasons for the application to be exempt from the requirement to display door signs, external Private Hire plates and to be permitted to have tinted rear windows.

 

Resolved:     That permission be granted to Mr GC for a Private Hire Vehicle licence together with exemption to the requirement to display door signs, external Private Hire plates and to be permitted to have tinted rear windows.

Local Government (Miscellaneous Provisions) Act - 1976 -Mr MN

Mr MN notified the Authority on the day of the meeting that he was unble to attend.

 

 Resolved:    That, in order for the Committee to have a full understanding of the nature of the business the application by Mr MN be deferred until such time as the applicant is able to attend the meeting.
