DISCLOSURE OF EXEMPT INFORMATION To resolve that the public be excluded from the meeting during consideration of the attached report, because it is likely that there will be disclosure of exempt information as defined in paragraphs 1, 2 and 7 in Part 1 of Schedule 12A of the Local Government Act 1972.

Local Government (Miscellaneous Provisions) Act - 1976 Driver – AM Additional documents:
Minutes: The Sub-Committee considered an application for a new Dual Hackney Carriage and Private Hire Driver’s Licence by Mr AM. The matter was brought before the Sub-Committee as the driver wished to be exempted from taking the Council’s Knowledge Test.
The driver was represented by GC who spoke on his behalf.
After very careful consideration of information from the Council’s Licensing Officers and representations received from the applicant and his representative, the Sub Committee agreed:
Resolved: That the application for a Dual Hackney Carriage and Private Hire Driver’s Licence be granted, but not issued until the driver had attended and completed the Council’s Knowledge Test and Safeguarding training. The certificates were then to be presented to the Council’s Licensing Department. The Licence would then be issued, along with a warning that it was the driver’s responsibility to ensure that all documentation was correct and submitted on time and that all relevant convictions must be included. |

Local Government (Miscellaneous Provisions) Act - 1976 Driver – Mr DW Additional documents:
Minutes: The Sub-Committee considered a Dual Hackney Carriage and Private Hire Driver’s Licence held by DW following the notification of a conviction that fell within the Council’s guidelines for the relevance of convictions.
The driver was not in attendance and had also failed to attend the previous meeting to which he was invited. Therefore the Sub-Committee agreed to consider the details in his absence.
After careful consideration of the information, Members concluded that the driver had a propensity to commit motor offences having received two previous suspensions. Furthermore, the driver had failed to attend meetings on two occasions.
Resolved: That the Dual Hackney Carriage and Private Hite Driver’s Licence held by DW be revoked. |

Local Government (Miscellaneous Provisions) Act - 1976 Driver – Mr JHJ Additional documents:
Minutes: The Sub-Committee considered a Dual Hackney Carriage and Private Hire Driver’s Licence held by JHJ following the notification of a caution that fell within the Council’s guidelines for the relevance of cautions and convictions.
The driver was not in attendance and had also failed to attend the previous meeting to which he was invited. Therefore the Sub-Committee agreed to consider the details in his absence.
After careful consideration of the information, Members concluded that the driver was not a fit and proper person to hold a Dual Driver’s Licence due to the nature of the offences committed. Furthermore, the driver had failed to attend meetings on two occasions.
Resolved: That the Dual Hackney Carriage and Private Hite Driver’s Licence held byJHJ be revoked.

Local Government (Miscellaneous Provisions) Act - 1976 Driver – Mr MA Additional documents:
Minutes: The Sub-Committee considered a new application for a Hackney Carriage Vehicle Licence. The matter was brought before the Sub-Committee as the vehicle did not meet the criteria for New Hackney Carriage Vehicle licences as it was neither a purpose built taxi or wheelchair accessible.
MA was represented by AS who spoke on his behalf.
After very careful consideration of the information and representation from AS the Sub-Committee determined that they had not heard anything that would cause them to depart from the Council’s Policy and Guidelines.
Resolved: That the application for a Hackney Carriage Vehicle Licence be refused on the grounds that the application does not comply with the Council’s Taxi Licensing Policy 2019-2021.
