To resolve that the public be excluded from the meeting during consideration of the attached report, because it is likely that there will be disclosure of exempt information as defined in paragraphs 1, 2 and 7 in Part 1 of Schedule 12A of the Local Government Act 1972.

The Sub-Committee considered a Dual Hackney Carriage and Private Hire Driver’s Licence following concerns about the meeting of the Council’s criteria for a licensed driver.

 

GSR was represented by GC who spoke on his behalf.

 

After very careful consideration of the information from the Council’s Licensing Officer and representations from GC and GSR, the Sub-Committee agreed as follows:

 

Resolved:     (i)         That the license be allowed to continue with the condition

that the driver must take and pass the Council’s Knowledge Test within six months, at which time the driver would be brought back to this committee.  The driver was advised to book onto the next available appointment and informed that should the issue not improve at the end of the six month’s period the Driver’s Licence could be revoked.

The Sub Committee considered a complaint received in relation to a current Dual licensed driver.  The question arose because complaints about a Driver’s behaviour fell within the requirements of the Council’s licensing policy.

 

IA was given the opportunity to address the Committee.

 

The Sub Committee gave careful consideration to the details of the complaint

 

Resolved:     That IA’s Dual Hackney Carriage and Private Hire Driver’s

Licence be suspended for two weeks and a stern warning be given that it is the driver’s responsibility to be aware of the conditions attached to the Driver’s Licence.

The Sub Committee considered the question of whether an application for a renewal of a Hackney Carriage Vehicle Licence should be granted.  The question arose because it became evident during the application process that the proprietor had provided an MOT document that had been doctored to amend the expiry date. 

 

After very careful consideration of information from the Council’s Licensing Officer and representations from SCL, the Sub Committee agreed as follows:

 

Resolved:     That the renewal application for a Hackney Carriage Vehicle Licence be granted.

Driver - AHA

The Sub Committee considered the question of whether a renewal application for a Dual Hackney Carriage and Private Hire Driver’s licence should be granted.

 

The question arose because a conviction had been revealed during the application process which fell within the Council’s guidelines for the relevance of convictions. 

 

AHA was not in attendance at the meeting but had asked for the application to be heard.

 

After very careful consideration of information from the Council’s Licensing Officer, the Sub Committee agreed as follows:

 

Resolved:     That the application for the renewal of a Dual Hackney Carriage and Private Hire Driver’s licence be granted together with a warning regarding future forms being filled out correctly and to

beware of the propensity for speeding.

The Sub Committee considered the question of whether a renewal application for a Dual Hackney Carriage and Private Hire Driver’s licence should be granted.

 

The question arose because of several incorrect declarations within the renewal application form and a conviction had been revealed during the application process which fell within the Council’s guidelines for the relevance of convictions. 

 

IM was represented by GC who spoke on his behalf.

 

After very careful consideration of information from the Council’s Licensing Officer, the Sub Committee agreed as follows:

 

Resolved:     That the application for the renewal of a Dual Hackney Carriage and Private Hire Driver’s licence be granted together with a warning that it was the driver’s responsibility to ensure that all forms were filled out correctly.
