GAMBLING ACT 2005 - REVIEW OF STATEMENT OF LICENSING PRINCIPLES (GAMBLING POLICY) pdf icon PDF 83 KB

Consideration was given to a report seeking agreement for the consultation process for the Council’s Gambling Policy.

 

Members’ attention was brought to paragraph 2.2 of the report which outlined a number of amendments that had been made to the 2016 Policy.

 

Paragraph 2.5 of the report gave options of who to consult.  Councillor Robinson suggested that paper copies of any consultation be made available for people who did not have access to any access to the internet.

 

Resolved:     (i)         That the report be received.

(ii)        That the Draft Gambling policy for Newcastle under Lyme    be approved.

(iii)       That the commencement of the ten week consultation be agreed.

(iv)       That any responses received to the consultation be considered by the committee at the meeting to be held on 30 October, 2018 and that recommendations of this Committee be included in the final report to Full Council.

(v)        That the updated Policy be presented to Full Council for approval  at its meeting on 21 November, 2018.

Consideration was given to a report  updating members on a review undertaken on the Public Space Protection Order for Newcastle Town Centre.

 

The Council’s Community Safety Officer, Trevor Smith advised Members that Cabinet had approved the two proposed variations as set out in the report.

 

There were a lot of professional beggars in the town centre and Members were advised that there had been a lot of displacement  from Stoke on Trent due to measures that had been introduced by the City Council.

 

Newcastle’s aim would be to target persistent aggressive beggars rather than issuing a lot of Fixed Penalty Notices.

 

Councillor Spence referred to paragraph 3.1 of the report and requested that Members receive more information on this.

 

Resolved:     That the two variations to the Public Space Protection Order in

Newcastle Town Centre be approved.

INSTITUTE OF LICENSING - CREATION OF GUIDELINES ON HOW TO TREAT TAXI APPLICANTS WITH CONVICTIONS pdf icon PDF 77 KB

Consideration was given to a report notifying Members of the model Convictions Guidelines that had been created by various Associations.

 

The Council’s current Taxi Policy was presently under review and would be brought to the next meeting.  It was anticipated that the model guidelines would be included in the updated Policy.

 

Resolved:     That the document be noted.

URGENT BUSINESS

Minutes:

The following item was considered urgent to enable sufficient membership of the Public Protection Sub Committees.

 

Public Protection Sub Committees

 

There had been an issue with Members not being able to attend meetings of the above held during Tuesday daytimes.

 

The Council’s Head of Environmental Health Services, Nesta Barker informed Members that she would review the arrangements and report back to the next meeting.
