APPOINTMENT OF AN APPOINTMENTS SUB-COMMITTEE pdf icon PDF 435 KB

Minutes:

Consideration was given to a report regarding the setting up of an Appointments Sub-Committee and to appoint members of this Committee onto it.  The Sub-Committee was required in order to appoint a Section 151 Officer to the Council.

 

The Head of Legal and Governance introduced the report. He explained that the role of the Section 151 officer is one of the three statutory officer appointments that is required to be confirmed by full council and that this Council, like most others, provided in its constitution for its Employment Committee to recommend a candidate for appointment to full council. Like most other councils this council’s constitution also provided for a sub-committee to be drawn from the membership of its employment committee to act as an interview panel to assist in the selection of a candidate for recommendation by the Employment Committee to full Council.  The Head of Legal and Governance recommended a minimum number of three members be appointed to the sub-committee, to enable quorate meetings to be held even if one member couldn’t attend, but that more than three could be appointed if so desired.

 

Councillor Simon Tagg opened the debate, indicating his view that 3 members was the right number as that would reflect the proportionality of the committee. The other members agreed. Nominations were taken as Councillor Simon Tagg, Councillor Gary White and Councillor Mike Stubbs. In response to a question from Councillor Elizabeth Shenton, substitutes were not nominated at this stage, as the three councillors indicated were currently able to attend the scheduled interview day, but would be allowed if any of the nominated councillors found themselves indisposed that day. The nominated councillors were formally proposed by Councillor Simon Tagg, seconded by Councillor Mike Stubbs and unanimously approved by the Committee.

 

Resolved:     That Councillor’s Simon Tagg, Gary White and Mike Stubbs be

appointed onto the Appointments Sub-Committee.
