JOB DESCRIPTION AND PERSON SPECIFICATION - HEAD OF PAID SERVICE / CHIEF EXECUTIVE Minutes: The Service Director – Strategy, People and Performance stated that the job description had been updated since last time, to reflect the values that had been developed in the organisation over the last couple of years and the Council’s priorities.
The statutory duties would be the Head of Paid Service with the expectation that the person would take on such things as community safety, involvement with elections and fostering relationships both externally and internally within the organisation.
There were a number of key elements to the large and important role which the candidate would be expected to fulfil.
The person specification attached to the report outlined the essential and desirable expectations for the post.
The Leader referred to the corporate Council Plan on page 8 of the report which the new post holder would be expected to come in and deliver the last six years of the plan.
Councillor Dave Jones requested more information on the essential requirement of the Degree given that everything else was experiential. The Service Director stated that it was noted as a Degree or equivalent experience.
The Leader started that the Sub-Committee would meet again for the shortlisting in early March
The Leader moved to the recommendations which were outlined at paragraphs 3.1 and 3.2 of the report and also that the advert for the position be organised early in the new year.
Resolved: (i) That the Job Description and Person Specification be agreed and the recruitment campaign for the Head of Paid Service be commenced. (ii) That it be noted that the partnering with recruitment consultants Solace enabled them to fulfil the responsibility outlined in section 2.3 of the report in that they should “...make arrangements for the post to be advertised in such a way as is likely to bring it to the attention of persons who are qualified to apply for it.” (iii) That the advertisement for the position be organised early in the new year.
