Resolved:     That Cllr Gill Heesom be appointed as Chair.

There were no declarations of interest stated.

The Sub-Committee had been informed of an application received on 7th November 2023 for the review of Wolstanton Social Club premises certificate under the Licensing Act 2003. Further relevant representations had been submitted by local residents, members of the club and responsible bodies.

The Sub-Committee carefully considered the application, the officer report, the legislation, the Council policy and statutory guidance. The Sub-Committee also took into account all written documentation provided with the agenda and supplementary emails along with eight (8x) video clips containing audio.

The Sub-Committee finally received oral evidence from the applicant and his partner, the club and their legal representatives, Staffordshire Police, the Council’s Environmental Health team, Cllr Richard Gorton and two local residents.

Having regard to the four licensing objectives of Prevention of Crime and Disorder, Public Safety, Prevention of Public Nuisance and Protection of Children from Harm, the Sub Committee decided as follows.

Resolved:     That the below condition be added to the Club Premises Certificate:

“On Fridays and Saturdays a Committee member will be present and supervise the exiting of members and guests from the premises from 11pm until 15 minutes after the premises closes.”
