To resolve that the public be excluded from the meeting during consideration of the attached report, because it is likely that there will be disclosure of exempt information as defined in paragraphs 1, 2 and 7 in Part 1 of Schedule 12A of the Local Government Act 1972.

Local Government (Miscellaneous Provisions) Act - 1976

Driver – Mr MJC

The Committee considered a report which requested that an existing hackney carriage drivers badge be reviewed following complaints relating to the conduct of Mr MJC and action taken by Stoke on Trent City Council.

 

Resolved:     That the Hackney Carriage drivers badge of Mr MJC be revoked with immediate effect.

Local Government (Miscellaneous Provisions) Act - 1976

Driver – Mr MR

The Committee considered an application for a dual Hackney Carriage and Private Hire vehicle drivers licence received from Mr MR.

 

Mr MR was given the opportunity to address the Committee.

 

Resolved:     That due to the nature, number and severity of the convictions, the Committee saw no reason to depart from its policy and agreed that Mr MR’s application for a new drivers badge be refused.

 

 

7.

Local Government (Miscellaneous Provisions) Act - 1976

Driver – Mr RH

Minutes:

The Committee considered a report concerning Mr RH who holds a dual Hackney Carriage and Private Hire Vehicle drivers licence.

 

Resolved:     That due to the nature and severity of the offence the Committee saw no reason to depart from its policy and agreed that Mr RH’s dual drivers badge be revoked with immediate effect.

Local Government (Miscellaneous Provisions) Act - 1976

Driver – Mr AA

The Committee considered an application from Mr AA to convert his existing drivers badge to a dual Hackney Carriage and Private Hire Vehicle drivers licence. The report set out that Mr AA had failed to notify the Council of his driving convictions which was contrary to the conditions of his licence.

 

Resolved:     That the dual drivers badge be issued to Mr A together with a warning letter as to his future conduct.  It was also stated that if there were any further breaches of the policy he would be referred back to the Public Protection Committee to consider his licence.

The Committee considered a report relating to a new driver application received from Mr IMA for a dual Hackney Carriage and Private Hire Vehicle Drivers licence. 

 

Mr IMA was given the opportunity to address the Committee. 

 

Resolved:     That due to the nature and severity of the offences the Committee saw no reason to depart from its policy and agreed that Mr IMAs application for a dual drivers badge be refused.

10.

Clean Neighbourhoods and Environment Act 2005 - Fixed Penalty Notices

Minutes:

The Head of Environmental Services submitted a report which advised members of action taken in respect of littering offences within the borough and sought authorisation to institute legal proceedings against the Fixed Penalty Notice holders as set out in the Appendix A.

 

Resolved: That authority be given for the instigation of the legal proceedings in relation to the cases listed in Appendix A.

Minutes:

The Head of Environmental Health Services submitted a report which advised the Committee of the action taken in respect of Littering offences within the borough.

Resolved: That the report be noted.

Following a request by the Chair, members viewed the short video entitled ‘Chelsea’s Choice’ which highlighted the impact of child sexual exploitation.
