To resolve that the public be excluded from the meeting during consideration of the attached report, because it is likely that there will be disclosure of exempt information as defined in paragraphs 1, 2 and 7 in Part 1 of Schedule 12A of the Local Government Act 1972.

Private Hire Vehicle

The Committee considered a report regarding a new vehicle application received from CAUL.

 

No representative was in attendance at the meeting.

 

Resolved:     That, in accordance with the council’s policy and guidelines,

the decision taken by the Head of Environmental Health and Head of Recycling, Waste and Fleet Services, to refuse the Private Hire Vehicle licence renewal application be endorsed.

The Committee considered a report regarding a new vehicle application received from DCVH.

 

No representative was in attendance at the meeting.

 

Resolved:     That, in accordance with the council’s policy and guidelines,

the decision taken by the Head of Environmental Health and Head of Recycling, Waste and Fleet Services, to refuse the Private Hire Vehicle licence renewal application be endorsed.

The Committee considered a report regarding an application for a Private Hire Vehicle Licence by Mr TD.

 

Mr TD was given the opportunity to address the Committee.

 

Resolved:     That, upon receipt of the required certificate, officers be given delegated authority to approve the application.

Local Government (Miscellaneous Provisions) Act - 1976

The Committee considered a report regarding an application for the renewal of a Dual Driver’s Licence by Mr WR.  This item had been adjourned from 9 May meeting in view of the applicants inability to attend.

 

Mr WR was not in attendance and no apology had been received.

 

Resolved:     That, in view of the nature and seriousness of the offences and the non-disclosure in accordance with licence conditions, the committee saw no reason to depart from its policy and refused the application.

Local Government (Miscellaneous Provisions) Act - 1976

Mr AC was given the opportunity to address the Committee.

 

Resolved:     That, Mr AC be issued with a written warning as to his future conduct.

The Committee considered a report regarding an application for a new Dual Driver’s Licence by Mr MD.

 

Mr MD was given the opportunity to address the Committee.

 

Resolved:     That, in view of the nature and seriousness of the offence, the committee saw no reason to depart from its policy and having concluded that Mr MD was not a fit and proper person to hold a dual drivers licence, refused the application.

The Committee considered a report regarding an application for a new Dual Driver’s Licence by Mr MA.

 

Mr MA was given the opportunity to address the Committee.  A legal representative spoke on Mr MA’s behalf.

 

Resolved:     That, Mr MA be granted a licence for a limited period of twelve months.

The Committee considered a report regarding an application for a new Dual Driver’s Licence by Mr HH.

 

Mr HH was given the opportunity to address the Committee.  A legal representative spoke on Mr HH’s behalf.

 

Resolved:     That, in view of the number, nature and seriousness of the offences the committee saw no reason to depart from its policy and having concluded that Mr HH was not a fit and proper person to hold a dual driver's licence, refused the application.

The Committee considered a report regarding an application for a Private Hire Vehicle Licence by Mr CE and a request covering that vehicle and also am existing licenced private hire vehicle.

 

Mr CE was given the opportunity to address the Committee. 

 

Resolved:     That, in accordance with the Council’s policy and guidelines and subject to a copy of the licence being displayed inside the vehicles, the application and request be approved.

Consideration  was given to a report informing Members  of the key issues and activities undertaken by the Environmental Health Service in 2016-17.

 

Resolved:     That the report be received and the priorities for the 2017-18 work plan be supported.
