Resolved:                 That the minutes of the meeting held on 31 January, 2017 be agreed as a correct record.

Disclosure of Exempt Information

To resolve that the public be excluded from the meeting during consideration of the attached report, because it is likely that there will be disclosure of exempt information as defined in paragraphs 1, 2 and 7 in Part 1 of Schedule 12A of the Local Government Act 1972.

Driver – Mr MT

The Committee considered a report regarding an application for  renewal of a Hackney Carriage Vehicle Licence for Mr MT.

 

Mr MT was invited to the meeting but was not in attendance.  The driver had however informed officers that he agreed with the decision made.

 

Resolved:     That the decision taken by the Chief Executive to refuse the

                        Hackney Carriage licence renewal application be noted.

Driver – Mr SA

The Committee considered a report regarding an application for  renewal of a Dual Driver’s Licence for Mr SA.

 

Mr SA was given the opportunity to address the Committee.

 

Resolved:     That, in view of the number and nature of the offences and the

non-disclosure in accordance with licence conditions, the Committee saw no reason to depart from its policy and having concluded that Mr SA was not a fit and proper person to hold a Dual Driver’s Licence, refused the application.

Driver – Mr ZI

The Committee considered a report regarding an application for  renewal of a Dual Driver’s Licence for Mr ZI.

 

Mr ZI was given the opportunity to address the Committee and a legal representative acted on his behalf. 

 

Members were advised that Mr ZI had a limited understanding of the English language and that his written English was also very limited.  Mr ZI had ‘innocently’ filled out his application incorrectly as he had copied his endorsements from the counterpart Driver’s licence which listed only two offences although the number of points accrued at the time of the application was twelve.

 

Members discussed the application and felt that as Mr ZI had been off the road for eight weeks this should be taken into account in respect of the decision made.

 

Resolved:     That the application submitted by Mr ZI be approved for a limited period of twelve months after which time, and subject to no further offences, Mr ZI could apply for a full licence and that a written warning be issued in connection with the failure to disclose driving convictions in accordance with licence conditions. .

Mr EM was given the opportunity to address the Committee.

 

Resolved:     That the application submitted by Mr EM be approved but that a written warning be issued in connection with his failure to disclose driving convictions in accordance with his licence conditions.

Mr MKK was given the opportunity to address the Committee.

 

Resolved:     That the application submitted by Mr MKK be approved. 

 

9.

Clean Neighbourhoods and Environment Act 2005 - Fixed Penalty Notices.

Minutes:

The Committee considered a report regarding action taken in respect of dog fouling offences within the borough and seeking authorisation to institute legal proceedings against Mr JFM , a fixed penalty notice holder.

 

Resolved:     That legal proceedings be instituted.

Hackney Carriage and Private Hire Licensing Fees and Charges 2017-18 pdf icon PDF 144 KB

The Committee considered a report regarding the fees to be charged in relation to the licensing of Private Hire and Hackney Carriage Licensing.

 

Resolved:     That the fees to be charged for the licensing of Private Hire and Hackney Carriages for 2017/18, as set out in table one of the report, be agreed.

The Committee considered a report advising members of options and seeking permission to consult residents on a proposed Public Spaces Protection Order, in respect of dog controls. 

 

Resolved:                 That consultation be started on a proposed Public

Spaces Protection Order in respect of dog controls as detailed in Appendix A of the report.
